Domestic lounge access used to be a line on a card's benefit list. In 2026 it became two conditions that fail independently: whether you qualified, and whether you are holding the right piece of plastic when you get to the desk.

Both changes are live or imminent. Axis Bank's instrument change takes effect on 28 August 2026. ICICI Bank's spend gate has been running since the start of 2025, and HDFC Bank's on Regalia Gold since the July–September 2026 quarter. This piece separates the two mechanisms, because the fix for each is different.

Change one: the instrument at the desk

Six Axis Bank revision notices — SELECT, MAGNUS, MAGNUS for BURGUNDY, OLYMPUS, RESERVE and PRIMUS — carry the same sentence:

Effective 28-08-2026, the Priority Pass card will not be valid for accessing domestic airport lounges in India.

Domestic access is not withdrawn. The instrument changes. The notices say to present "only your … Credit Card along with your boarding pass at the lounge reception for authentication".

International lounges continue on Priority Pass, and the notices add a distinction that matters at Indian airports:

Eligible airport lounges at Indian international terminals after immigration are considered international lounges and can be accessed using your Priority Pass.

So the dividing line is not the airport, and not even the terminal. It is immigration. The same trip can involve both instruments: card at the domestic lounge on the way out, Priority Pass at the international lounge after immigration on the way back.

This is a procedural change with no contractual downside, and it will still generate refusals — because a cardholder who has handed over a Priority Pass at a domestic desk for years will keep doing it, and the desk will decline it. The notices place the change on the cardholder, not the lounge operator.

Change two: the spend gate

Separately, the number of complimentary visits is increasingly a function of what you spent in a prior period.

ICICI's published page sets out the cycle explicitly, and it is worth reading closely because the page contradicts itself on the window. Its prose says "Spends made in the previous calendar quarter will unlock access for the subsequent calendar quarter". Its own illustration immediately below says "Spend ₹75,000 between 26 December 2024 and 25 March 2025" to unlock access between 1 April and 30 June 2025 — a 26th-to-25th statement-style period, not a calendar quarter.

Those are not the same window, and the difference is real: a ₹20,000 spend on 25 December falls inside the calendar quarter but outside the illustrated window. We are not going to pick one. If a threshold decision turns on a spend near either edge, get the qualifying period confirmed in writing before you rely on it.

ICICI also excludes a long list of transactions from the threshold, and it is longer than the categories people expect. The page names rent payment, government payment, education payment, credit balance refund, joining fee, annual fee, late payment fee, interest charges, principal amount, DCC fee, reward redemption handling fee, reversal and cancelled transactions, and EMI transactions — plus "other transactions of similar nature".

The EMI exclusion is the one to note. A large purchase converted to EMI contributes nothing to the lounge threshold under that wording, which is the same trap Axis applies to its movie-benefit gates from 1 November 2026.

The gate does not apply portfolio-wide either. ICICI's page exempts Diamant, Emeralde Private Metal, Emeralde Private, Emeralde, Emirates Emeralde, MakeMyTrip and Times Black cards.

On the HDFC figures. Reporting from May and August 2026 consistently states that Regalia Gold requires ₹60,000 in the previous calendar quarter for up to 3 domestic visits per quarter, that this took effect for the July–September 2026 quarter, and that the 6 international Priority Pass visits a year continue without a spend requirement. We could not retrieve HDFC Bank's own product-feature-change PDF for Regalia Gold at the URL pattern its other notices use, so we are reporting these as attributed to that coverage rather than verified against the issuer document. Treat the ₹60,000 figure as needing confirmation on your own card's terms before you rely on it.

Before you travel

  1. Confirm the instrument. For the six Axis cards above, from 28 August 2026 the domestic instrument is the credit card. Carry the Priority Pass anyway for international terminals after immigration.
  2. Confirm the quarter. Identify the exact qualifying window — for ICICI it runs 26th to 25th, not the calendar quarter.
  3. Confirm what counted. ICICI's threshold excludes rent, government and education payments, all fees and interest, DCC fees, reversals and EMI transactions. Check your own card's exclusion list.
  4. Confirm the count. "Up to 3 visits" is a ceiling per quarter, and guest access is usually chargeable.
  5. Confirm the terminal. Domestic, pre-immigration international, post-immigration international are three different answers on the same trip.

If you are refused at the desk

Record it while you are standing there. The details that decide a complaint are the ones that stop existing once you walk away: the lounge name and terminal, the time, the exact reason given, the card and instrument you presented, and the name or ID of the person who refused. The ₹2 authorisation charge some programmes levy at entry is also evidence that a card was presented.

Is Axis withdrawing domestic lounge access?

No. The notices change the instrument, not the entitlement. From 28 August 2026 you present the credit card itself rather than the Priority Pass at Indian domestic lounges.

Can I still use Priority Pass at an Indian airport?

Yes, at eligible lounges in international terminals after immigration. The notices classify those as international lounges.

Which Axis cards does the Priority Pass change affect?

The notices we can read that carry it are SELECT, MAGNUS, MAGNUS for BURGUNDY, OLYMPUS, RESERVE and PRIMUS. The MYZONE, PRIVILEGE and NEO notices do not contain the paragraph.

Does the ICICI spend gate apply to every ICICI card?

Is the ICICI qualifying window the calendar quarter?

Unresolved on the page itself. Its prose says the previous calendar quarter; its illustration runs from the 26th of one month to the 25th of another. Those differ at the edges, so confirm the period in writing if a spend near a boundary decides your eligibility.

Does an EMI purchase count toward the ICICI lounge threshold?

Not under the wording on that page, which excludes equated monthly instalment transactions from the spends calculation along with fees, interest, reversals and DCC fees.

Is the HDFC Regalia Gold ₹60,000 threshold confirmed?

Not against HDFC Bank's own document in this check. It is consistently reported, and we could not retrieve the issuer's Regalia Gold feature-change PDF, so confirm it on your card's current terms before relying on it.

Does spending in this quarter unlock this quarter's visits?

Not under either issuer's model. Both count spend in a prior window to unlock access in a later one, so a current-quarter spend cannot repair a threshold missed earlier.
